I only have 9 kills in the LM The Carjean: The Heist
I did not scrap a missile and I know I disabled all of the ships I hit with the missile first

This happens sometimes. My prediction is that in 3 or 4 days you'll get a scatterlaunch arti in your cargo but obviously that won't help with your vision or the legion mission success chances.
