Tier reward for completing 12 missions?

 On the missions page it said there was a tier reward for completing 12 missions. I did that, and now it says there is a tier reward for completing 15 missions but I never got anything for completing 12 missions... quite confused.

The 12th mission award unlocks the ability to construct a 'Soldier Outpost' on your planet. You should always see an alert + a news entry for awards unlocked.

The alert thing is very buggy, sometimes I get alerts and sometimes I'll find out about whatever the next day in the news feed.
