How does THIS happen?

 Name xxxxxx'd out to protect the guilty party.
So he hacks me, and steals a little rsearch. No big deal. But that should set the 25 minute timer on hack/raid and yet he fails to hack me 2 minutes later???? There is one artifact I know of that resets raid and hack timers...

He's a pretty low level player... level 40ish I think...
Would he have access to such items? |

Yes, even a rank 1 can get it. (from artifact shipments)

It only takes 5 minutes to reset after a failed hack. No artifacts necessary.
edit: oh, it's 2 minutes and reversed. |

Ya the Time Manipulator is the artifact that does that. It only takes 750 artifact points to get.
