Quest idea: make the energy to xp ratio for all quests

Make the energy to xp ratio for all quests 2.3 or better. Why?
Because 1.46 e/xp just plain sucks especially since a lot of these 'quests' are failure resets the completion type quests.

Don't do the lousy missions then. Modifying current missions would be unfair to those who already suffered by doing it.
