I'm thinking it'll likely be as low as 75. Increasing the limit would help, but it needs to go up considerably. 200 would be nice, and removing artifact spam from the TM limit would help fix things.

I see the point you are trying to make, as not counting arty usage would essentially be a cheap tm increase as you'd get to use a full 50 of them.

If I am not mistaken, I think zeroed people can spam continually right now. The only thing that prevents use of said artifacts is if you are disabled or if you are passified (halc/ amp).
