Dan would not even need to implement these all at once. Maybe work on just one like removing legion bonus to planets, and then a month or two latter, along side another update he could add another one or two methods to enforce the rules. I mean even just ONE additional method to deal with "troublesome" members would be great!

This is a really good idea. I really Hope Dan considers this. The leaders do need a way of enforcing the rules and dealing with troublemakers more than just get out go find another group to mooch off of.
