The only way id agree with it is if it was some special raid/elite npc type of reward. Not the artifact based draw...
If it exist, but rarely then +1!

+1 to Cloak personelle on your ships -1 to Scaners -1 to Miners and Archeologists, they don't have anythign to do with the ship.
+1 if you change the Idea of Miners and Archeologists from being on your SHIP to being deployed as a PASSIVE EFFECT** on a Planet. **Such as the "Gift of the Void" or "Interspacial Fold Generator"
Each type should come in packs of 10, and they should only add add 1/10 of a resource point each because The maximum bonus to resource points they can provide to planets should be based on the planet population that can be supported on each planet, say a maximum limit of 10% of the planet's max population.
That would allow population to serve an additional purpose other being a time waster to those who are invading. An invasion, successful or otherwise should have a small chance (say 3% if unsuccessful 10% if successful) of killing 10% of the specialist population.
while this meas planets can produce much more in a smaller area, (The Topopolis ring gives 1000 population, allowing you to have 100 miners or archeologists, giving you 10 resource points from six planet space -a ratio of 1.67 Points per space -,) it is balanced by the fact that these would not be common artifacts, simply having the population would not give you this bonus, you would need to collect the artifacts over time or pay for them to get this bonus, and they can be taken from the player by stealing the planet.

Dont worry about all the players giveing it -1 they are all high ranks that will be upset because they cant pick on the passave players anymore mainly due to cloaking issues.

Like I said earlier the + to cloak is good but I don't think it should be a spying officer. It could be a refractive panel that can be added to the ship the way durtainium and xcharge cells are added.
