Actually, I think this is a good idea. As long as action limits remain. It makes sense. If you don't want hacked 2000 times, don't get your actions that high, doesn't it? Sure, badges... Set a limit on how often you can get a badge. Every 2 minutes or so. "Badge Timer" - Would prevent people mass hacking for badges, but at the same time let the 0 someone in seconds.
