Any and all forms of removal or recycle that allows the majority of artifacts to be "blocked" is bad.
So far the best variation I've seen is the mission based one. I would say 3 rounds that each give an arti that completely remove one of the artifacts from the pool permantly. That way, it wont be OP to the extend that most of the artis can be removed(or equivalent) and it creates a disincentive for MSP removal, which is a large problem by itself, as using this option might actually lead to insufficent cargo AND makes the player lose access to poly vault unless he trade for the vault which is a rather complex process by comparison. furthermore, the risk of losing access to new CTL blue prints might stop ppl from using those on untradable arti completely, and that further lowers the power of this artifact
But even then it would be really powerful, so it would have to be a 50k energy+5k CTP/round thing at least... possibly up to 200k e+10k CTP/round
