Why not a ship drop item Colonization Optomizer x2 and each grants a 10% reduction of Colonization costs.
Set Bonus: All colonies forged with these installed grant a 10% to ALL planetary stat bonus for 1 week (I.E. Attack, Defense, Cloak, Pop, and all resources)

I like it, but I think the idea of the sets/defense bonus is more long term than a week.
