could bring in new perm, only attainable with small moons, e.g
abandon moon base, production 5-10% and 25% attack
atmosphere created on the small moon! increasing population 50% and 5%-10% production (tourist)
special beam cannons (DBZ)
gives ability to sab 1 shield structure on a planet cooldown 40hr (only 1 use even if you have 2 or more)
scientist have created a dimensional rift within the moon creating a twin.(twin moons 10% space 10%production) or (creating large moons)
the small moons has been destroyed creating a ring around the planet.
