It would be cool if there is a module to regularly scan planets for the legion, like an observatory. Either automatically based on its level = scan power and/or rate, or feed it exotic or something. Perhaps have scan parameters that it tries to find a certain type. Upgraded module = better accuracy of finding what you were looking for.
