What if part of what you lose on min sales could be transferred to the base? You're out the money anyway, but if there were missions or artifacts that allowed a small part of that 20% to go to the base as a contribution, then everyone wins.

I'm imagining getting up to three artifacts each allowing 1% recovery of the tariff to be transferred to the base as a contribution.

It seems to me that all of the discussion has been from a perspective similar to that of a government (taxing). Why not approach the problem from a business perspective. Profits are not distributed prior to the payment of expenses. An option to put base production into upkeep and then distribute the remaining resources would be easier.

Doesn't do any good for bases with no mining production...

Presumably the research and artifacts are worth something too. Just use a percentage of production.

What if you give the legion member the choice to set an auto draft at the same time of your daily upkeep. Like from .1% up to 2% of the base daily upkeep. Let them have like a that increase in recharging rate. Give up to 2% get a 2% faster recharge on energy.

Would we all be better off with more tools (or more efficient tools) in tracking contributors?

I was initially for taxation, but after hearing people's rebuttals I have to now disagree as well, taxing would cause mayhem in a game where people have a huge spectrum of activity and participation.

Currently, the policy of UI is that all members are required (but not strictly enforced) to donate their rank x 1m. I am rank 164, hence 164,000,000. Each morning when we receive our shipments, we switch over to the donation tab and drop some back in. The math showed, that everyone's rank, added together, x 1m, equaled to MORE THAN the base's daily upkeep, (which for us, is constrictively high.) But the funds are still dropping, thus we know not everyone's contributing each day (not to mention those who don't even log in that day!) and we also don't require donations from anyone below rank 100 (albeit we currently have a rank 100 minimum in place now).

My point, our idea doesn't quite solve the problem. But I know, with better tracking, (the log is okay, but makes me break out paper and pencils) we'd be better at combating any kind of insufficient contributing, and strictly speaking, I wish there was a more, action:reward setup in place. My higher level contributors, do it because they want to... But I'd like to be able to thank them. And when one gets a treat, the rest follow suit.

My point exactly. Incentive (not inherently physical reward, but sometimes) is always the best motivation.

I like the way you've summed it up... similar system to ours & i feel you address a lot of the same issues & changes we see & want to change (or at the least make better)
