Now that action limits are a part of the game, truce-effects seem to be less and less important anyway. Their original purpose, to provide some breathing-room during relentless attacks, isn't how they are being used at all.
For self-applied truce effects (Calming and Halcyon), part of this can be addressed by restricting their use to those who have not performed offensive actions in a long period of time. They shouldn't really be used during a heavy war.

They shouldn't really be used during a heavy war. Self applied truces are easily removed with a containment missile so they don't really work. Does that mean you are planning changes for them? The only way to partially protect yourself from attack is to do the omicron cheat. And I thought that traps were supposed to be a deterrent against attacks (hence the trap probes). So are you going to change things so that they actually deter attackers? And still there is plenty of other offensive actions (artifacts, raids, hacks) your enemy can take against you so will that change?

Yes - if containment cages undergo this change, they would be immune to removal.
Omicron nets aren't really working anyway - we may discuss phasing them out.

I am guessing that Halcyon traps will also be adjusted to make them effective since you mentioned them originally?

I am not sure how the fighting is going up on your end of the scale, where you have all those artifacts to draw from. I am more limited and they work rather well down in the 100's level. I cant go shooting off everyone's amp since I dont draw that many C-missles. And I can't cage every net thrown on me since I don't get that many to begin with and they are more useful to me on bosses than PvP.

Obscura +1 I think you make an excellent point that Dan needs to keep in mind.
What will work for higher ranked players might disrupt the game field at lower ranks. Or vice verse. All we players can ask of DAN is to thoughtful implement a change and quickly pull it if unintended consequences appear.

As for trap efectivness the KVT seem to be the biggest deterent in my opinion. As for Halcyons, they do give a breathing room if you have about 10 of them to hold on too. Case in point they came in handy today while I kept 2 guys alot higher than me off of me for several hours.
But if these changes are going to only affect those less inclined to PvP, then it might turn away those that like to PvP. Trap probes are a rare find for me, it is a running joke in my legion about how I am always catching the KVT bug, if they were artifact draws then I would be more inclined to use them, as it is I may get 2 in the course of a week.
As far as restricing the use of amps, so if one getes involved in defending themselves or hitting a bunch of people that have taken their planet, or are targeting them, then pop an amp to get some breathing room, they are going to be punished for their actions? Case in point, I am involved in attacking a legion that has stolen a planet from one of us, at the same time I respond to a legion alert on an aggressor from another legion that I did not start a fight with and now I have that guys buddies on me, I will not be able to pop an amp to protect myself?

A pretty rare trap that is similar to a halc except in reverse. Instead of trucing the attacker, it truces the attacked. It wouldn't be tradable and it would be rare so that it cannot be overused.
