The only resolvment needed is for the cap to be increased, as much as your idea looks good on face value, upon implementation it means there's no point to even colonizing planets et all, if you can get NPC's that increase mining/arti passively.

thats why it would only be 1 or 2 points per hour
[edit] and not common (comets are planetary events and asteroids only increase mining)

but the real point was the Space Debris part, it would just provide an alternative option for Dan to increasing the troop carrier target ranks while adding some cool content. 8-)
