I light of the current XTS-9 Refinement mission that may be " repeated at any time "' I suggest the following additions.
1] Expand decks mission [ reward 1 deck ] - difficulty based on number of current decks.
2] Expand Cargo Holds mission [ reward 5 cargo holds ] - difficulty based on number of current holds.
3] Star Chart Purge mission [ reward 1 planet purge ] - difficulty based on number of occupied planets.
