Option to have the overlay screen movable, and also to NOT dim the background?

Sometimes it is a pain to close a screen just to check a number on the ship or planet screen because the popup screen obscures it.

Also, as a laptop user I often have to change the screen angle so I can see the experience info while doing missions. Really hard to see sometimes, and when you need to equip/unequip relays before leveling it can be frustrating to miss it by one mouse click. (This is just one example...)
