Mouseover timer note on battle treaty invites

 To help with better timing and co-ordination of assaults, show a timer for your battle treaty partners' base lockouts on mouseover. Would be good to be able to do this on the Diplomacy screen, rather than lock a target, THEN find out you're on your own.
