Many of us have artifacts stagnating in our cargo holds. I would consider selling them, but the credits aren't enough for the "what if" factor. What if I may actually need this one day.
So, instead of selling artifacts for credits, why don't we recycle them for artifact points. When you scrap an artifact, you would get 10% of the artifact cost added back to your overall points. So, if you get a 1000 point artifact that you really don't need, you can scrap it for 100 artifact points to be put back in your pool.

Sounds good but can we increase the amount to 20%?

Percent of artifact points is a good idea, but 10% is WWAAYY too low. Ship structures return 50%. I think that is a good place to start.
