Dan, For starters, while the rest of the mechanics of base combat are being fine tuned, fix the lock system so that legions may choose to allow leaders/officers to lock and disallow other members the ability to lock on a base. |

I'm not sure I understand, how is that different from the setting available on the "Rules" tab? |
