Currently the Cloaking research tier gives a planetary cloaking satellite every time you reach a new "Jammer" type of tech. What's missing is Base cloaking devices, which would be perfect for the "Cloaking Panel" type of techs. Each time you reach a new tier of cloaking panels, you unlock new Base cloaking panels, which would be just like hull plating modules, except they would cloak the base, making it less likely to come up on a scan, in the same way that cloaking panels on a ship work.
Similarly, researching the first in a given Scanner tier could unlock a Base Scanner. The size of these items should be equivalent to Base Weapons of the same tier. The details of the stats for the various Base Scanners/Cloaking Panels should be worked out by someone with more intimate knowledge of the mechanics than myself.
So a new stats for the base would be Cloaking and Scanning, and when someone does a base scan, the result would be modified by their own Base Scanning stat, versus the Base Cloaking stat of all the bases available.
