i think a great new daily reward idea would be an artifact that allows the scanning of another base so it would take off the cooldown timer

Not bad except the removal of the cooldown timer. I can see some of the mega-legions collecting a pile of these then going nutso on 3's and 4's, disabling 50+ bases in a day...

How about an artifact with, say, 3 uses instead of needing reds?

If this were made true, make it sendable... Some legions and players are passive and would get quite mad (me included) if the percentage of getting an energy cube or tri was cut even lower then what it is. And for getting a useless artifact.
