Certain structures not requiring tech?

So I was testing my bounds and seeing what I could build on a legion-mates planet that might actually work. I had already sent what might be considered a freakish amount of minerals to them since that is easy. I was just wondering what technology is really required for the upkeep of defense, attack or population structures I might build for them. In terms of a game balance issue, I think this is less of a big deal than me actually guarding the planet. I understand that someone can warp me away (pretty well). I also noticed I don't get unstable warp gates any more.
I was basically thinking something not ridiculously past someone's current technology might be reverse engineered at least in terms of supplying energy for it. Something one or two levels above their research maybe. I think to stymie over-development from collusion that it might be limited to things other than production buildings. We CAN already build structures from blueprints on other people's planets. I'm not going to post a spoiler, but they ARE pretty much flat-out better.
