unscrapable artifacts?

 Stryll Pathogen is an artifact that for some reason can't be scrapped, is this a bug or is it normal too have artifacts that can't be scarped or shared or sent?

I just don't invade planets, and I don't like wasting energy either.... afew credits wouldn't kill anyone if I could scrap it.... not asking for CTP or other stuff just afew credits... right now they are just rotting in my hull doing nothing.... except taking up cargo space.

That's something you DO NOT want to scrap. You WILL find a planet you want to invade eventually, and after rank 180 you can no longer see the NPC that drops them. Get them and save them while you can because at 181, you'll never get another.
