A mission that gives artifacts that would allow you to recharge your energy without uninstalling your relays

I don't quite understand what you want here, Your relays ARE helping you recharge your energy by taking them off you are only slowing down your energy recharge rate.

I assume what they mean is you don't need to uninstall relays every time you level up.
I've always thought the whole uninstall relays (and weapons like Ion Pulse Ballistaes) on level up was a pointless bit of button clicking.
I'd +1 this idea if that's what he's talking about.
Personally I'd prefer to have 3 ship configs which could be saved and switched to easily. One for battle, one for hacks and one for level up. Or something like that. Each player would pick their own config. This way the damage to ship components on uninstall would still happen so there'd be no change in the cost profile.

Like the others, i'm not entirely sure what you're asking for. There are several modules that increase your recharge rate without reducing your max energy, such as the F.A.T.H.E.R's (Buyable by GP); as well as the Omicron Injector, Chron-Transistor, and Krionite Transducer (Which are all mission completion rewards); and there is the Silthion T-Plasma Hub (Which is found by killing certain NPC's).
For quick refills of energy, you can also use Energy Cubes (Daily Reward), Tri-Matrix Emblems (Daily reward), and Silthion Energy Sacs. So why would you need more modules/arties? Besides, Dan has said he doesn't want people to get more than 120 energy per hour (Which is already the current maximum)
An artifact that reduces the max energy penalty has been suggested before though - I suggested it myself. I think it would make a nice mission completion reward, and we could definitely do with more for the higher level players. I've got all of the mission completion rewards already myself.

Sorry about being unclear. I do mean the uninstalling of relays when you level up or use an energy cube/triME to get max energy. It could be a mission with a limited number of artis (say 10) that you choose when to use throughout the game. when you sell the relay, you lose the artifct. or they could be a one time item that removes the energy restriction permanently.
