i have a suggestion for a communal and private cargo bay aboard a legion base, perhaps you have to get the private one in order to get the communal one, the communal one allows whomever wants to take out an artifact to do so provided they have the relevant research.
then you can have a certain amount of space set aside to artifacts that can be placed there for storage. We could also have a few different types of artifacts based around this - such as increasing the size of the storage bay, etc
an artifact drop coud be a code key, violet 500arti pts, indigo 1000pts, blue equals 2000pts, green 4000pts, yellow 8000pts, orange 16000pts, red 32000pts, and infra red 64000pts. This would allow players to access the base storage bays to get items without having to have the relevant research to access it at will. These code keys would maybe allow access to the stores for 15 minutes to allow the player to shop. Of course any item could be prohibited from the stores but i think allwoing any item to be stored there would make for some interesting moments if someone is allowed into the legion to energy dump and gains access to an infra red key and finds planet fluxes or mass storage pods in there.
