Ok, it works like this. You're in deep space between squadrons and you're looking for a berth. You see a potential starbase that looks like they might make a good home. You click Apply, and you get a text box popping up where you can say abit about yourself. The message would pop up in the officer chat in the legion in question. Good for identifying yourself if you're there on business, if a friend sent you, etc.
