 level 1 base special decks

Post level 1 base special decks
I notice that lvl 1 base has 5 special deck slots. Unfortunately at lvl 1 you can only build items in this space of size 2. This means that 1 space will always be empty at lvl 1. I know this is a minor point as lvl 1 is only required to last a short time but. It's Illogical Capt'n....

Its a marketing strategy ;) That way you have to buy an extender.

commerce bay = 3 special spaces

1x commerce bay + 1x (+20 production structure or GP-only base structure) = 5 special spaces
