OK I don't know about you guys, but I love this idea, so I'm going to post a sum of all the legion position suggestions I can find. Credit will be given to those who suggest new positions.
Founder: (higher then leader) Player who first creates the legion, has same powers as leader, but can not be kicked unless inactive, can undo changes to legion or base. - JoshFFuller
Diplomat: (officer level) Can send trade, battle, and non-aggressive pacts for free possibly declare a true war? Send messages to other legions for free (one per legion) - 235drew
Spy Master or Intelligence officer - (officer level) V1 - grants ability, usable once every 24 hours to purge a random planet owned by random legion member from anyone else's planet scan - GallinPrime V2 - Costs 100 CTP to "steal" a planet, and the spy master could also "steal" from his own legion to reduce the planet scan number (needs additional info) - Iodata V3 - Grants ability to find a random ( or selected ) member's occupied planet every 24 hours for 100 energy. - Icode
Quartermaster - (officer level) grants 3 abilities, usable once every 24 hours (using any of the 3 creates lockout timer for all 3) each ability would up the legion's production of one resource type by 5% (maybe 10) - GallinPrime
Tactical Officer - (officer level) can use base abilities instead of having every officer try and fix it at once, the Base Officer will set when to repair the base and how to build it up (possibly lower cost of scanning a base?) - Willeitner, Silver_Stiched_Crow
NCO / Non-Commissioned Officer - (lower then officer level) NCO's are basically the Sergeants and command the troops and are on more often when the Leaders and Officers make critical decisions and can still be on often but maybe not as much. (leaders set permissions?) - Xx Blitz xX
Drill Sargent - (lower then officer level or officer level?) Once every 24 hours ability to give a 10% boost to xp for 1 hour to everyone online at time of activation. - rkngl
Legion Research Specialist - (officer level) can increase a legion member's planet's research production by 1 once every 5 days (can not target their own planets) - The Rangers
Legion Artifact Specialist - (officer level) can increase a legion member's planet's artifact production by 1 once every 5 days (can not target their own planets) - The Rangers
Legion Mining Specialist - (officer level) can increase a legion member's planet's mining production by 1 once every 5 days (can not target their own planets) - The Rangers
Captain of the Watch-(officer level) Once every 48 hours, 20% to planet defence on 1 members planets. 100 energy to activate - Bluecifer
1st officer - be able to set legion announcements lol, but how about a 10% XP boost to all members for each day the 1st officer goes without being disabled -Rassilon
This is what I've found so far, let me know what I should add or change!
I will update this and give credit to anyone who helps develop an idea, this is so if and hopefully when Dan decides to expand on this, he can look at this topic alone and see what people have suggested.

I like the idea, but I think it's over powered a little, maybe after you disable their base? just so it isn't a random target or possible to abuse it

I have a question, IF there was a Tactical Officer in my Legion, would I as a Leader STILL be able to use the base and its abilities? Or does the only thing about the Tactical Officer is is that it grants a slight bonus to the things the Tactical Officer does? Same thing with the other abilities. I as a leader would still do everything they can do, just not the Rank abilities they would get?

I as a leader would still do everything they can do, just not the Rank abilities they would get? as far as I understand it, these positions take away from Officer abilities, but not leader abilities, and Leaders can override anyone except the founder, adding rank levels now

Then why not raise the cost for the spy master? Like 100 tech parts. That way it cost "alot" to steal a planet.
And the spy master could also "steal" from his own legion to reduce the planet scan number.

Love the Spy Master ( Intelli. Officer ) ... Personally I prefer Iodata's version but I agree that it's OP. Maybe something like this?
Intelligence Officer: Grants ability to find a random ( or selected ) member's occupied planet every 24 hours for 100 energy.

Might be a better idea, that for Tactical Officers, it cost 1 less base ability point to activate base abilities.
