I'm not sure if this ideas been suggested but would be cool if we could "promote" a officer or a leader in a legion to the position of base commander, who could add bonuses for the base. Could cost around 200 energy and maybe 25 political favour to make someone the commander, where their race/profession could improve the base, like ship bonuses but slightly reduced to be fair, so:
Aerlen : +10% base defence
Human : +5% XP when players donate energy or more/faster base ability points
Inergon : maximum energy donation -5% (ie instead of say 100 its 95)
Konqul : +7% base attack
Sillixx : +7% to base standard/special size (+1 "deck" for every 15 gained)
Vygoid : +10% basic research production
Drannik : The Cyborg DataChannel gives +4% to research instead of +2%
Genetarr : "Mind Choir" ability - attacking ships have a chance to lose 25% attack power for 30 minutes
Kronyn : -1 production point needed to improve research availability
Lazuli : +30% to base hull
Mylari : -1 Production point needed to improve mineral availability
Taltherian : -1 Production point needed to improve artefact availability
Zolazin : Shroud Ability - after the base has been disabled the base cannot be locked on for 10 hours

Certain abilities as the Commanders profession would also effect the base
Excavator : improved artefact output
Fixer : +10% base hull
Miner : improved mineral output
Physicist : +10% to base shield

someone else had an idea like this one called it the council chamber or something and the Kronyn, Mylari, Taltherian, should give a bonus to base production not decrease the cost of the ability. The Lazuli that is a huge hull bonus.
