The Dark Pyramid needs some friends. It stands alone as the only artifact that temporarily adds to cloaking that's non-mission based. (See Zolazin chain).

I propose an artifact be created in line with the Subspace Seeker/Continuum Beacon that applies bonus to cloak.
Have them drop off NPC's such as Stryll or Sha'din, or implement Zolazin npc's into the NPC battle tab. Much like the hacking algorithm or crimson obelisks.

Names like Dark Sphere or Obfuscation Protocol perhaps?
