Both the idea of having storage on the base and having an uninstall option would be really nice (as mentioned in previous topics).

Here is my solution to it.

Base modules would take up "module storage", and every base would receive 2 module storage space per level. In order to create more space an artifact could be created. This would allow the uninstalling of modules instead of having to pay for them again.
For example...

Deep storage bay
Increases base "module storage" by 1(only 2 deep storage bays may be installed per base level)
Cost: 80gp

Another topic was having a community cargo storage on the base where people could donate unwanted artifacts for other legion members to use. This would work just like the commerce bay but have limited space. Lets say a base gets 100 cargo space per level and more space could be added through a silver badge item. I think all bases should come standard with cargo space instead of taking up precious module space. It just makes sense that a battlestation would have an armory anyway.

Because of real costs involved in getting special buildings, I agree completely about having a way to merely uninstall buildings but not have them lost forever. The command Beacons being a prime example of something I would like to uninstall once people have their fill of silver badges, (until the next batch of items). Since uninstalled items on your ship still incur upkeep, why not the same thing for the base? No problem there. Yes, this requires a storage of some sort and that's just plain common sense that a base would have plentiful storage areas. A place where members can donate artifacts as well?
