i think a small "locked" tab beside the enemy bases tab to indicate that the legion has locked on a base would be handy

Badge icon if it is able to be scanned.
Gun icon if it can be attacked.
Star icon if it can be raided.

Ok first saw this was thinking why when bases can repair and recharge shields but this post is different and I like the idea. Might want it to also indicate that a base can be scanned and if anyone has in the last few minutes.
