I have a suggestion for an artifact, call it whatever you want, Star Chart Formatter just seems like a logical choice to me.
Have it cost 50-60gp in the market, or have it be a rare NPC drop, I don't care, but the ability would be to remove all planets from scan except those you own. It would be worth it.

I would buy one of these too! BUT on the downside I could literally go on a scanning blitz of 1000s of planets with $50 dollars......

I wouldn't like, this too many enemy planets on my scans I would like to keep, maybe also an arti that purges all unoccupied planets but it is even rarer and costs more GP.

I think everyone would want this artifact to use at some point in the game but it's too powerful.
If I used this ity would effectively be 500 star chart purgers. It takes me months - perhaps even longer - to get that many from artifact drops and I don't bother with mission making star chart purgers.
If perhaps it was one use only then it'd be okay I guess but most people would save it till they got a lot higher rank. I'd swap my Planetary Aegis for one of these. LOL.

Easy way to stop abuse, make it a one time mission for example.
System Re-formatter
Our scientists are working on a technique that would allow us to purge our planetary database. However they require a great deal of complex machinery and star chart purgers to experiment with.
Un-grey requirements Rank 250, 500 planets found
100 rounds to completion
Cost per round 1 star chart purger, 25 CTP, and 250 energy
Risks per round, Chance for experiment failure, mission does not advance but energy, purgers and CTP are still expended.

My button greyed at 639 with a scan of close to 7,500 (at about Rank 450, 5 continuum analysers mk2 plus other bits and bobs) so it's possible to scan 500 planets.
One off mission and using star chart purgers is a good idea to make it difficult to get. Not sure I'd want to fail the mission though.
Knowing when to use it is key. I guess once someone's got the max scan and is down to their last protogid scan arti it's probably a good time to use this artifact.

This would be good, especially for unowned planets. I think a release of two would be best Planet Deletion Overide. (150GP) 1000 energy to use (Completely Wipes planet list other then the planets you own) Planet Clearance Purger (200GP) 2000 energy to use (Deletes data of all unoccupied planets aswell as a selection of 40 or less player owned planets (of your choice)) The reason the Clearance Purger would cost more would be to keep some planets on the list (an exotic for example) that you wish to take in the future when your strong enough  Even logically, its usually easier to delete everything then it is to delete only selected parts of data as it requires the time and effort to read each

It's too powerful to be anything but single use. Otherwise imagine what paying players could do. It also needs to be available for non-paying players. Paying players already get laods of advantages but this one is too important for all players.
I wonder how Frail and PSICore cope with getting planets. They must get a few star chart purgers with their AP production but they'll have so many planets colonised already - something like 400 colonised planets I reckon. I greyed out at 600 planets scanned using 7500 scanning power. Top scan is probably less than twice that. 12,000 or something.

Make an artifact that gives you an ability.... "Purge planet, available every X hours"

Maximum possible scan with all modules and buffs is somewhere around 16K, as others have stated 500+ planets is possible with 7,500ish scan. I chose 500+ planets as my suggested amount as it would prevent people wasting this very powerful and useful artifact before they can get a great deal of benefit from it.
@Remainder: the risk simply wastes the resources spent on a single step, 1 STP, 25 CTP and 250 energy, it does not fail the mission otherwise it'd be nigh impossible to finish.
EDIT: Continuum Analyzers Mk3 give 960 Scan each, with 4 basic scan buffs and no NPC modules you can get well over 6K scan.

I like to keep a fair number of enemy planets on my scan for various reasons, purgers aren't that rare a drop and aren't hard to make, just time consuming to make them and then go through the list.
Personally what i'd like on the star chart is the ability to sort them better, like with the new comms, a button to search by enemies who aren't in a legion, a button to search by legion, maybe a button to search by specific resource.
