My idea is to fix the problem where u attack a planet and on the 1st or second attack it takes away energy but no pop, (which absolutely sucks coz now the guy bricked his planet) it shouldn't take away energy if it doesn't take away pop.

Works fine for me. Hit some random planet with 1 energy and took away 20 pop.

Here is what happened to me: pick a planet, attack once, it says 10 dmg, the population went from 80/80 to 70/80
close the planet window, refresh, reopen it... population is at 80/80
repeat this again have the planet reduce population properly. Able to reproduce
trial 2: attack another planet that was untouched twice, first time -20, population bar reduce by 20, 2nd time -20, populatin bar did not change. Most likely it didn't REALLY reduce population on the first shot and the amount shown was fake and the 2nd was showing correctly.
Xzien: did you close and recheck the planet for ur resut?

Ok so i just tested this;
I attacked a planet, and it reduced population by 3. I attacked again and it reduced by 2, population dropped to 1055/1060.
So i'm not getting any issues wherein the first or second attacks don't register reduced population, and i've never seen it occur even when de-popping a planet with over 1k population, 20 pop at a time.

I then attacked a different planet with the same result.

Then i attacked another different planet, and it reduced population by 5 right away. I clicked away and then returned to the same planet, the pop had restored to 1150/1150. I attacked it again(-4 dmg), clicked away and then returned, pop was now at 1146/1150. I attacked again(-3dmg), clicked away, returned and pop was at 1143/1150. So both those attacks registered despite me clicking away from the planet.
So in this case when i clicked away the first time round after an attack, the pop did restore back to full, but in both cases, the first and second shots did register population reduction.
In both cases all attacks registered damage, if yours aren't registering damage then its a glitch. I never click away from a planet when i'm attacking, nor should anyone even need to.

The pop being restored might be that the planet automatically regenerates population...
If you don't want this to happen, use an Engineered Virus on it. Also, the owner might be online and might be using cloning pods to restore the population...

When attacking continue attacking. Why leave the Planet screen? It just gives them the opportunity to notice the attack.

if you're worried about what the owner can do, just use a governance probe to see if they're active, if they are just use debuffs, engineered virus and a vortex deflector to stop the population. or just be a saboteur and take out the population buildings (if any).

Also, the owner might be online and might be using cloning pods to restore the population... like i said, able to reproduce this multiple times, so it's defintely not cloning pods... the chance of all of the owners(most of which appears to be inactive tinies, as i picked horrible planets to test) happens to be on is just slim this might have something to do with regen, thou it's obivously glitching because it should regen that fast.

I have never ever seen that situation occur on any of my invasion attempts or where i've been involved in depopping a planet, hence why i couldn't and didn't address it. There has to be something occuring, be it on specific computers, browsers or specific peoples accounts, that is specifically affecting certain persons. Be it because of intermitent lag between your connection and the game servers not registering the attack or some other unbeknownst reason such as it actually being a glitch.

The real question is why would you stop attacking a planet?
