As there is only Member, Officer and Leader available I thought I might suggest adding a few.

Founder: The original founding member of a legion has final say on all.
Would be the only one capable of changing Base details and redistribute Production points.
(I realise that it would be difficult to apply Founder for already founded legions therefore it would probably effect new players more, unless dan has a way to know who founded the legion first)

Leader: Someone who has worked his/her way up the ranks doing various valorous things.
Can do all that can be done on base bar change Base details and redistribute Production points.

General: For the heavy hitters who make all the slaughter that little bit easier. You can't spell Slaughter without Laughter.
Same as leader

Officer:
Same as current

Member:
Same as current

Rules would still be be changeable as they are now.

That's the main idea the bit below I'm not too sure about:

Bonuses given to the ranks i.e

Founders could have the ability to rally the Legion during a base attack and shareable NPC battles giving a boost to all attackers.

Leaders could have the ability to get a personal attack boost for each loyal general when attacking a Base/NPC

Generals could have the ability to boost base attack/defence by a %age for each loyal General while under Base attack.
With a cap on Generals per legion (so bonus is not abused)

The concept is there but sketchy so if you can refine the idea go for it.

Probably a -1 idea if not my worst but hey what do you think?
