This is probably more of a lowbie thing since there are alot more of us, than the upper levels. but it would be really nice to change the Ship Actions Left so that each item [ disable, raid, hack ] are under their own counters. That way people stop getting harrassed by people from other legions that are way over level than they are because they hit someone once and moved on.

Not sure what you're getting at. Your actions will only go high if you're disabling people a lot, which drives up all of your actions as does raiding and/or hacking. They cool down pretty quickly if you don't PvP as much in a 24 hour period. For instance, I was on a raiding spree for my last armory. Got my actions to almost 80 each ... about two or three days later and it was back down to 3/5/5 (granted, I stopped PvP 100% for about 2-3 days, but still).
So, if you're being harassed that means:
1. Someone alerted you for a badge (not uncommon and happens everywhere, doesn't matter high actions or low a lot of the time) 2. Someone alerted you for attacking them a lot 3. You're just caught in the section where there are a lot of players (i.e. the rank range where most players are) 4. You did something to annoy the higher leveled players
Either way, just stop PvP'ing if your actions are way too high. Otherwise, deal with it. If you're PvP'ing a lot, it's only fair to be PvP'ed back, from the people you hit or anyone else.

actually its more of harrassment issue, for when people get legion alerted for a blue badge. getting harrassed by someone 3 times your level every 15ish minutes or so is aggrivating, and could cause people to leave the game.

Yes it's irritating. Don't touch any of them for 48 hours and they won't be able to see you, wipe your hands clean and walk away .....
Just like in real life, if you have a person annoying you, ignore them and they will go away. Unless the person is verbally harassing you on your comm, it's a form of playing the game (irritating, I know, but it is there to help people and some use it in an aggressive way, but doesn't make it harassment).
If you feel it is bordering on harassment, feel free to contact Dan. He's likely going to say the same thing though. Otherwise, everyone could bomb a person, then cry to Dan when they get alerted. See the point?
Just ignore them all for 48 hours, you'll fall off their comm and they won't be able to see you unless you hit them again (or you come on one of their BTs)

Just saw your post on another topic. If you do indeed have over 800 kills, you've got nothing to complain about ... you're putting yourself in a position to be attacked.
