 I say that Dan makes Phase Cutter Chassis a sharable and sendable artifact. There are many planetary artifacts that can be shared and sent, so why not this one?

All the chassis has been set to unsendable since day 1, these artifacts give you an advantage since it gives 1 or more for every 1 space in the planet.
