I wouldn't mind seeing an artifact that gives +15 energy recharge for 15 mins like a disposable relay?
Lets mass debate shall we.

lowest energy recharge time as of now is 20 sec
+15 would make it into 5 sec
5 sec/energy for 15 min is....
12*15=180
30 sec/energy for 15 min is...
2*15=30
180-30=150
Max effect is +150 energy over 15 min, that isn't too OP, so it's fine.
BUT
+15 from ALL such item is about the cap of it, any higher (4 sec would make it 225, 3 sec 300) would be way too OP
and secondly, as an item that can potentially give +150 energy, it should be reasonablly hard to get.... I mean even the queen's energy sack is only 300.... it can't be much easier than that)

What about just giving you something like half your rank in energy or a set amount, maybe even random, at time of acquirement. Every body has had times when they just need i little more energy to rank up.

Still that would allow a person to get (15mi/15secs=)60 energy in 15min which is still OP IMO

dunno why i thought it was 20 sec.. oh well....
similar logic can apply
and 60 energy isn't op, even if instantly.... there is the queen sac that gives 300
just gotta be rare enough

+1 If your worried about ppl using to many put a cooldown on it... 12 or 24 hrs between use
As far as being OP ... its a lot less than a queen puts out
I'm sure a large number of players would like to have more options to get that last little bit of energy to lvl up
