I've noticed many people in legions I've visited stay disabled almost all the time. While you are still vulnerable to resources being pilfered, there is no penalty to reputation. You can also still gain XP, but not through PvP, so I came up with a couple of possibilities.
Maybe: require that hull be at a certain percentage to do any mission suffer loss of module condition percentage after certain amount of time (while active) or make hack/raid contribute to reputation or possibly have reputations of their own
Just a suggestion that I thought might help the game.

people stay disabled because they don't want to get re-disabled; I don't have to do this because I have a huge stockpile of both halycon traps and calming amps, which means I've been disabled only once in the past 2 months
however most people don't have these stockpiles and don't have that option, so the next best thing is always remaining disabled: besides, there are SOME missions you can't do while disabled so I think it's fair as it is

yet you can only use those traps if you haven't performed any offensive actions, what I am suggesting is that we add in something that keep them from STAYING disabled, which prevents them from losing rep. without using those traps. If you stay disabled for weeks upon weeks, what is the point in those traps? And as for the missions, only about 1/4 of the ones that I see on my display are hull oriented.

I stay disabled when I'm approaching a level also. Also if I'm not going to be online for awhile. So what if they take my resources then. It will be back when i come online.

i actually find on most if not all but a slight few occasion darth does provide helpful insight. i know that the potato was apart of the other S.P.U.D's in that farmer legion. and you ice demon didnt hear about till you took one of my crappy toxics. So lets not do the "and you are who again?" game because honestly with all the ppl that play this game its kinda hard to know everyone.

no problem. Staying disabled also can make ppl who are hunting you angry because they cant fully 0 out your stats.

a little along the lines of what Hawkeblade posted
Did someone you wanted to zero stay disabled so you couldn't zero them completely and you didn't like this so you wanted to throw the idea of punishing those who don't want to be disabled continuously so they can be farmed for reds bcuz all they can do is wait to fall off someone's logs til they find them on the bt again?
Also, Chakotay's post had some relevance bcuz if someone goes on vacation they're gonna be found and disabled most likely and if they don't get back in time, they'll steadily lose whatever it is your proposing but if things stay the way they are, all they'll lose is some recoverable rp or mp.
Was I right or was everyone else wrong?

If you go on vacation you become inactive, thus the effect wouldn't apply. To keep the scenario of being zeroed out, I would say have 4 days before the effect goes into play.

I have a person in my legion that I asked the same question to about staying disabled, and she told me that she does it because she hates to pvp, and does not have the "stockpile of artis" to keep her alive. granted she is still fairly new... 54 last i knew, but I do see her point, she has almost no hull or guns to speak of, mostly just an energy build. I think she made it to light plasma guns and alabastive whipple plate. with that on she lasts about 1.5 seconds everytime she levels before she is diabled and has told me that most of the time the alert telling her she leveld pops up at the same time that one saying she was disabled so she see no reason to not stay disabled. That made since to me, in fact I even suggested to her to make a forum profile and and post in here about a way to remove yourself from pvp if all you want to do is do missions... but I have not seen her yet
