Post subject:  Change Halcs and Calming amps

Currently, you can hide behind a Halc or calming amp for half of the time you can be hit for stealing a planet. I think that this needs to be changed. When it comes to stealing a planet, Calming amps and Halc should need to have a 48 hour cool down, that way the player is vulnerable for the whole time, and not just half of it

He's mad because someone stole a planet, got beat up for 24 hrs then halc'd up for the rest of the alert.

No. This hasn't happened yet. I didn't realize that I needed a back story to have to suggest something. I was just browsing through my cargo reading the description of artifacts and realized that when you steal a planet you have to take the heat for 24 hours.

When I get alerted for planet theft, most of the hits on me are done in the first 12 hours. Usually, I get hit very little or not at all after 24 hours. So for me, halcyons and calming amps are practically useless when I'm alerted for stealing a planet.
