Why is it that we are unable to send Phase Cutter Chassis and Space Elevator Chassis, please explain this Dan?

its most likely for people with mutable accounts and thus cant juice up there own planets

That's correct. Its also why you can't send permanent ship boosts like MSPs, Droids, Bots, Brackets, Xcharge and Prisoners.

And its why they are put in (most of the time 1 at least) the lab made arts. that way you cant just get them all from a multi or very quickly from your legion...you have to work for it.
