 make shockpulse scrapable

just cause I got more than I can use, wastes space. not sure why its not scrap-able as a regular npc drop, not limited by a mission or anything.

Yeah, I wish I could send them; I use two a day but I've got 28 saved and get more every time.

I kill several shockpulses in the hour I use it on is why. So I end up with ever-increasing amount of it.

Funny lol I did a little NPC run with some energy and a neural, got my first Shadin Shockfighter, and 3rd Blade Harvester.

Shockpulse Charger (Uses Left: 830)
Krionite Torpedo (Uses Left: 259) (after launching ~200 at a willing victim to get rid of them)

I understand mission artis that have limited amount, and cubes, but there is no reason to make these not scrapable. This is like my 3rd time saying this ...
