Some of these things may have been mentioned before I'm not sure but wanted to offer a few suggestions..

Mass storage pods... When you are low rank rank you love these, but at higher ranks we all hate them. I've seen more than a few threads complaining about them. I propose that once a player reaches rank 250 they are replaced with a new artifact that has the same frequency, and cost but gives 60 energy. This would be much more useful to a high rank player as a MSP is to a lower, and would eliminate the curse of the pod.

Bases.. This is gonna be great. Some great ideas bouncing around. I hope there is a way to dock with the base.. providing an enhanced recharge rate, and possibly a legion bonus to ship defense, but also not allowing any actions.. even missions. This would allow people who don't want to be attacked to have a better chance to not be, and also give people very close to a new rank an option to get there quicker. Maybe an attack timer to keep people from hit and hides... a weapons cooldown before docking or something. If you want to play.. in anyway.. you have to leave the protection of the base.

GP... Please give us an option to buy 150 energy with 2 GP if over rank 200.

I agree with the "Mass storage pod" part... I'm rank 250, and I'm tired of getting them so frequently.

MSP- are needed for the ctl. So not going to change that. I hate them too, but they are here to stay. Reduce the cost would be nice everyone would be happier, but their purpose is prevent people from getting to powerful too quickly, so not going to change either.

Bases- basically described a calming amp. A few extra bonuses and draw backs, but essentially the exact same thing, which would make them even more useless. I only use mine for isolation bureaus now.

GP- It has been suggested. I would like it and many others would to. I think the others suggested something like 20% for 3GP or 50% for 6 GP that way you get more as you pay more.

i still want MSP atm, just so i can pull MP with fewer clicks
i'm only 200ish, not sure if i will be fed up with MSP within 50 ranks~ cause i'm quite active and rarely does my AP point accumlate enough to even give a MSP(only while sleeping, i collect every hour~)

with that said, instead of a hard-limit lvl, which might be too low for some players, it should be instead a non-reversable setting(once clicked, u will recieve the energy one instead of MSP. kinda like the setting where u remove the option to reset)
OR it should be based on cargo size. For example, 3000 cargo. Tbh, i don't see why anyone would need more than 3k cargo(unless they are a frequent trader or whatever)

but a replacement of some kind is likely good option

Rank 550+ I love my MSP's at over 25K cargo I still need more, cant get all my mineral shipments in one shot, and hold all my ships gear, and horde artifacts for later use. GEEZ big picture folks, big picture.
