Should Battle Pacts/Allies be part of a War system or keep it 1v1?

Copied from the latest "We declare war" Thread. Here is a rough draft of a simple War System that would fix what GL lacks, a way to give a purpose to war and a "result". (Edited to include possiable battle pact rules if they were allowed)

Rough Stages:

*Declaring war on a legion via there Diplomacy Tab.
*Point system activates that keeps track of disables, hacks, raids, planets taken and bases killed, of the opposit side.
*War lasts for a set amount of weeks or untill one forefits from the "War" tab under "Legion".
*Winner is decided by which ever team has gained the most number of points by the time the war ends or if the otherside gives in*
*A War leaderboard displays stats such as how many wars a legion has won/lost etc.
*Also War history is saved for all to see via a tab. Legion 1 beat Legion 2 on etc etc Date with a total of etc etc points. With a message statement from the winnings side leader/s.
*Legions can not declare on the same legion in 4 weeks (Example Legion 1 cant declare on legion 2 for another 4 weeks from the date the war ended)
*Legions have a 1 week cooldown from war which starts when the previous one ends. In which they cannot declare or be declared on.

Optional Battle Pacts:

*Battle Pacts also extend to war, in the same way they do bases's a legion can send a request for another legion to join in or as many as they have pacts. Both The attacker and defender can send requests.
*Battle pacts need to be a week old before they can be used in war, also pacts made after war has begun will not be able to take part.
*(Edit) Should a legion request a help from a ally that has a pact with both legions, then should the "ally" choose to accept, the battle pact with the other legion is broken.

Rewards:
*Each player that partakes gains points for themselfs which at the end will give a set number of bronze badges.
*Bronze badges give rare moudles/artifacts.
*Winning side also gains "Spoils of war" and a set number of badges based of the lossing legions ranking.
*Spoils of War is like a stash of crates that each memeber recieves with unqiue artifacts and modules.
*The badges the winning side receive would be Gold, which in turn will be exchanged for some of the rarest artifacts/modules to be released.

Latest Edit:

Rewards would be based on the strength of the legion you fight, like how bases work, lvs3 being lool and 7s being woah. Etc. And after war has ended theres a week cooldown before they can declare again. So using your example Dominion could declare war on a tiny legion, the reward will reflect there choice, tiny. Thus wasting there declaration and having to wait another week after that to go again.

Ontop of that. Being the smart man dan is etc he'd come up with his own formula at working how how to gague a legion. It could be Rank score plus Strength Score. This will gague a legions strength and the reward tier.

Example:

Lowest "tier" could be legions with a combined score of, 0 - 10000.

Legion A could have a Strength score of 3000 and a rank score of 3000, giving them 6000 in total and placing them in tier 1. With the rewards for beating a tier 1 being tiny.

Post updated to include a brief draft of how a legions strength is measured and how the reward is affected.
