I say that the pacts should be their own little section on the Diplomacy page. For ex: There should be a button that says "Battle", one says "NAP", and another that says "Trade". Each one is a section of pacts for the specific pact. I know it is limited to ten, and a lot of up-tight, anal-retentive players don't like to change something because it may throw the game off and repel new players. So limit each pact list to five each.

With Embassy modules on your legion base, you can have up to a total of 20 treaties. Even then it's not that cluttered. Nice idea for organization, just not really all that necessary. +0.2
