make shockpulse+krionite torp. scrapable

 10% of my cargo is full of shockpulses. I just wasted 2.5k energy to blow 500 torpedoes on a random person to free cargo for those. I'd prefer to scrap both of these as they are just npc drops. This is the 4th time I am asking for this simple change probably 5 minute of coding effort. Thanks.

I don't NPC enough yet to have the shockpulse problem, but I've already run into the krionite problem. Both should be scrappable, even if it's just for 1 credit per item.
