Currently a legion could have up to 3 different Pacts with another legion. But if you are already allies with another legion this seems slightly redundant. I suggest that Battle Pacts have an implied Trade Pact included so that helpful artifacts can be traded between legions while in the midst of fighting base battles without taking up another valuable pact space.

How about an Alliance Pact that includes all current pacts, but it takes up only one slot?

Too OP if it's just one slot. Two slots makes it valuable to tight knit alliances but not for use for simple pacts.

the current system is good because it makes legions to make careful decisions when forming packs
with that said, multiple pacts should take up more slots than singles

thou I do think that multi packs should be a bit cheaper than bundles of singles, so I support xzien's idea
