EDIT: I can only see buy permeant upgrades (no terraformers though, way too powerful) if there was a shared cooldown on all of them that was fair. Something like one ever 12 hours (I usually get about 10 of these types of things a week so i see this as fair)
what can a terraformer do? i know its supposed to raise the resources of a planet... but by how much? does it turn a crap planet into a terra? what happens if you use it on a terra?
