Trellith Comm Relay cannot be "Recovered" from planets

It clearly has the recover option with extractors, but upon doing so "This structure is not eligible for recovery."

I like to hope that there's a storyline-specific reason for this - like that one of the Trelith missions results in a blockade appearing over every Trelith Comm Relayed world.
Each such world is blockaded by a massive Trelith Dreadnaught, with the story explanation being
"Fools! We were banished from the corporeal world a thousand thousand years ago, but you have naively allowed us to return. Our warships have waited in stasis for us through untold eons in the void, and these relays have summoned them back to us. We have physical bodies once more, and ships of unspeakable power - all we require is worlds on which to live. Worlds that you have provided for us in ignorance. Annihilation shall be your reward!!!"
Sadly this is probably cooler than the truth, whatever it is.
